Hi noobmaster228, tracking a phone when GPS is off is quite limited for privacy and security reasons. However, most smartphones have built-in tools that can sometimes help locate them using other signals:

For Android:
Google’s “Find My Device” can sometimes use Wi-Fi, mobile data, and cell towers to estimate a device’s location, even if GPS is turned off (as long as the device is connected to the internet and location services are enabled). Go to https://www.google.com/android/find and sign in with the Google account linked to the phone.

For iPhone:
Apple’s “Find My” uses Bluetooth, Wi-Fi, and crowd-sourced location data from other nearby Apple devices to help locate a lost device, even with GPS turned off (if “Find My network” is enabled). Log in to Find Devices - Apple iCloud with your Apple ID.

These methods require that location services are enabled and the device is online. For privacy reasons, further tracking without consent is not possible through built-in features.
